Chinese economic espionage

In its 2019 annual report, the Dutch General Intelligence and Security Service (AIVD) warns of the danger that economic espionage presents for Dutch companies. Moreover, the AIVD specifically states that the largest threat with regard to economic espionage comes from the People’s Republic of China. Neither espionage, nor economic espionage, is something new: nations have been conducting it for decades. However, the threat posed by Chinese economic espionage has strongly increased over the years, as demonstrated by its reoccurrence in the AIVD annual reports.
This white paper aims to shed some light on the concrete risk, including likelihood and impact, that Chinese economic espionage poses for Dutch companies.
